Kuala Lumpur:The Parliamentary Services Act 2025 (Act 869) alongside related amendments to the Federal Constitution have come into effect today.
According to BERNAMA News Agency, Minister in the Prime Minister's Department (Law and Institutional Reform), Datuk Seri Azalina Othman Said, highlighted the enactment of the Act as a significant milestone for the Malaysian Parliament and a crucial part of the MADANI Government's institutional reform agenda. This development marks the return of Parliament's autonomy, 34 years after the Parliamentary Services Act 1963 was repealed in 1992.
The Act establishes a dedicated parliamentary service, enhancing Parliament's independence and efficiency in managing its administration and human resources. This change is expected to strengthen Parliament's role as the highest legislative authority in Malaysia's parliamentary democracy.
The MADANI Government also expressed appreciation to His Majesty Sultan Ibrahim, King of Malaysia, for consenting to the implementation of Act 869 and its related constitutional amendments from October 1, 2026. The reforms signify a commitment to maintaining the separation of powers and checks and balances among the legislative, executive, and judicial branches.
Azalina further noted that with increased institutional autonomy, Parliament will be better positioned to fulfill its constitutional duties to the people more effectively. She extended thanks to Prime Minister Datuk Seri Anwar Ibrahim, the Cabinet, and other stakeholders, including non-governmental organizations, for their cooperation in realizing these reforms.
The Parliamentary Services Bill 2025 was first introduced in the Dewan Rakyat on February 24, 2025, and passed the Dewan Rakyat and Dewan Negara by March 20, 2025. Sultan Ibrahim gave his consent on July 9, and the Bill was subsequently gazetted on July 18, 2025.
