National Asset Register for Public Servants’ Quarters to Be Established

Kuala Lumpur:The Property Information Management System (ProMIS) will be expanded to all federal ministries, departments, and agencies with government quarters to establish an integrated national asset register of public servants' quarters.

According to BERNAMA News Agency, this initiative is part of efforts to reform quarters management, following the development of new guidelines that will serve as a reference for all federal ministries, departments, and agencies. Deputy Minister in the Prime Minister's Department (Federal Territories) Datuk Lo Su Fui highlighted the absence of a comprehensive and integrated national database to record the total number of quarters, development and maintenance costs, asset values, building age, occupancy rates, and number of beneficiaries across all agencies with quarters.

ProMIS is currently limited to quarters managed by the Property Management Division (BPH). The expansion will include all ministries, departments, and agencies owning quarters, facilitating the creation of a National Public Servant Housing and Quarters Asset Register. During a Special Chamber session in Parliament, Lo explained that the platform would eventually detail each quarter's unit, including location, ministry, year of completion, original cost, current value, physical condition, maintenance costs, occupancy rate, length of vacancy, and disposal or redevelopment status.

Currently, BPH manages 27,751 federal government quarters units, with 3,111 units vacant as of September 20, leading to an occupancy rate of 89 percent. Some vacancies are due to occupant transfers or units undergoing repairs before being reallocated. As of September 30, 24,640 public servants benefit from quarters facilities managed by BPH, and 19,824 offers to occupy quarters have been issued since November 2016 through ProMIS.

The average age of federal government quarters buildings in Putrajaya managed by BPH is about 19 years, while some buildings in Kuala Lumpur date back to 1960 but have undergone maintenance and upgrades over time. The government remains committed to providing housing facilities for public servants through various initiatives, including government quarters, the Housing Fixed Allowance (ITP), and housing financing facilities for eligible officers.
