Kuala lumpur: The Science, Technology and Innovation Ministry (MOSTI) is urging for a stronger emphasis on research and development (R and D), the startup ecosystem, and the promotion of a science-oriented culture as part of Malaysia’s upcoming Budget 2026. Minister Chang Lih Kang highlighted these areas as crucial pillars for ensuring that the science, technology, and innovation (STI) sector continues to significantly contribute to the nation’s economic growth.
According to BERNAMA News Agency, Minister Chang pointed out the necessity of consistent investment in R and D to facilitate the translation of research outcomes into technological advancements that can benefit both the populace and various industries. He noted that countries such as Korea allocate approximately 4.5 percent of their GDP to R and D, resulting in substantial technological progress. In contrast, Malaysia’s current investment stands at around one percent, which is reflective of its smaller GDP size.
Minister Chang stressed the critical link between R and D investment and national development, citing the need for continuous rather than sporadic allocations to support long-term strategic planning by the ministry. In addition, he addressed the role of artificial intelligence within MOSTI’s broader focus on emerging technologies and research.
The Bioxceed 2025 initiative, launched by Minister Chang at the National Innovation and Commercialisation Expo (NICE 2025) at the World Trade Centre Kuala Lumpur, exemplifies efforts to advance the nation’s biotechnology ecosystem. This joint initiative between Bioeconomy Corporation and the Malaysian Technology Development Corporation aims to develop practical solutions for commercializing local products and technologies with potential for global market success.
