MOH Unveils Strategic Health System Reforms for 2026

Kuala lumpur: The Ministry of Health (MOH) has designated this year as the implementation phase for comprehensive reforms of the national health system, focusing on structural changes to ensure Malaysia's healthcare services are prepared to meet future challenges.

According to BERNAMA News Agency, Health Minister Datuk Seri Dr. Dzulkefly Ahmad stated that, in line with the theme 'Modernising the Health System, Boosting Service Quality', the ministry has outlined four major initiatives to guide its efforts throughout the year. These initiatives include comprehensive digitalisation, financing reform, human capital and welfare, and public health and ethics.

Dzulkefly emphasized the urgency of these reforms, stating, "We are now standing on the threshold of a new phase. If previous years were focused on 'diagnosing' issues and planning, 2026 is the year for implementation." He highlighted the necessity of thorough structural changes to make the health system future-ready.

Under the comprehensive digitalisation initiative, the ministry aims to roll out the Total Hospital Information System (THIS) to 16 hospitals, the Cloud-Based Clinic Management System (CCMS) to 2,489 primary health facilities, and the Dental Information System to 157 dental clinics. The ministry also plans to operate a centralized dashboard for real-time monitoring through the Integrated Dashboard and initiate the National Health Interoperability Platform (NHIP) for integrated online health files.

The financing reform drive will focus on strengthening the Diagnosis-Related Group (DRG)-based payment mechanism to standardize treatment costs. The RESET framework will be implemented in collaboration with Bank Negara Malaysia, the Ministry of Finance, and insurance providers to restructure health insurance for fairness and control premium increases with co-payment features.

In efforts to strengthen human capital and welfare, the ministry targets new permanent appointments for 4,500 medical officers and 935 nurses. An Integrated Human Resources Dashboard will provide an overview of workforce distribution across MOH facilities.

The public health and ethics initiative signifies a shift from Sick-Care to Health-Care. The restructuring of the National Transplant Resource Centre (NTRC) aims to address low organ donation rates, supported by the 'Warisku, Hormati Ikrarku' campaign. A National Transplant Council will be established to manage resources effectively, alongside reviews of policies and legislation such as the Human Tissue Act 1974.

Dzulkefly also announced Malaysia's role as chair of the 2026 ASEAN Health Ministers' Meeting (AHMM) in Kuala Lumpur this August.
