Ministry of Higher Education Promises Inclusive Process for New Education Act

Kuala Lampur:The Ministry of Higher Education is ensuring that the drafting of a new legal framework to replace the Universities and University Colleges Act 1971 is inclusive, encompassing diverse political views from student groups.

According to BERNAMA News Agency, the minister, Datuk Seri Dr. Zambry Abd Kadir, emphasized the ministry's commitment to involving all stakeholders, such as student associations, academics, and political leaders, in consultation sessions. The ministry has also convened meetings with the Special Select Committee on Nation-Building, Education, and Human Resource Development to discuss various proposals and recommendations.

The minister assured that all views would be considered to formulate a comprehensive new act, aiming to shape the future of higher education in the nation. This initiative includes a commitment to maintaining student freedom to critique the government under the new framework.

Regarding freedom of speech, Zambry mentioned that disciplinary proceedings related to speech, expression, and assembly have been frozen at public universities. The government is working on harmonizing disciplinary regulations to avoid inconsistencies and ensure national laws apply to serious matters rather than internal university regulations.

In response to inquiries about the new legislation, Zambry confirmed that the Universities and University Colleges Act would be replaced by the One Higher Education Act. This proposed law will harmonize existing legislation, such as the Private Higher Educational Institutions Act 1996 and the Statutory Bodies (Discipline and Surcharge) Act 2000.
