Kuala lumpur: The Defence Ministry today launched the National Defence Strategic Plan (PSPN) and the Defence Capacity Blueprint (RTKP) 2026-2030 to strengthen the country's defence preparedness against current and emerging security challenges. Minister Datuk Seri Mohamed Khaled Nordin stated that both documents were developed to complement the Defence White Paper, ensuring Malaysia's defence planning remains relevant and adaptable to a rapidly evolving security landscape.
According to BERNAMA News Agency, the world is facing growing geopolitical uncertainty, disruptive technological advances such as artificial intelligence (AI) and automation, as well as increasingly complex non-traditional threats. 'These developments were carefully examined during the Mid-Term Review of the Defence White Paper to address gaps and build a more responsive and adaptive national defence framework,' Mohamed Khaled said at the launch ceremony.
He explained that the PSPN would continue supporting the implementation of the Defence White Paper through seven strategic pillars, which include operational readiness of the Malaysian Armed Forces (MAF), enhancement of defence capabilities, welfare of personnel and veterans, as well as defence technology and innovation. Mohamed Khaled emphasized that the RTKP would ensure the effective implementation of the PSPN by strengthening capacity across key areas such as financial resources, human capital, technological expertise, and inter-agency coordination.
'If the PSPN determines where we want to go, the RTKP ensures we have the capacity to reach those goals. That capacity encompasses financing, human capital, leadership, professional competencies, technological expertise, research, innovation, as well as coordination across government agencies and the broader defence ecosystem,' he noted. The blueprint also reflects a whole-of-government and whole-of-society approach, recognizing that national defence is not solely the responsibility of the Defence Ministry but a broader national agenda.
Separately, Mohamed Khaled mentioned that the ministry had received three ANKA Medium Altitude Long Endurance (MALE) Unmanned Aircraft Systems (UAS) in March, which have been deployed and are operational at Labuan Air Base as part of efforts to strengthen the armed forces' capabilities. He added that the Malaysian Armed Forces are also set to receive FA-50M light combat aircraft, maritime patrol aircraft, and the second batch of Littoral Mission Ships according to schedule.
