Kuala Lumpur: The Alliance for a Safe Community has called on the government to introduce a Good Samaritan Act to provide legal protection to bystanders and first responders who voluntarily assist those in distress during emergencies. Its chairman, Tan Sri Lee Lam Thye, emphasized that such a law is essential to encourage public assistance during emergencies without the fear of legal repercussions.
According to BERNAMA News Agency, similar laws exist in many countries, including the United States, Canada, Australia, and the United Kingdom. These laws ensure that well-intentioned individuals are not discouraged from helping others during crises due to potential legal challenges. Lee Lam Thye highlighted the importance of the Good Samaritan Act in reducing preventable deaths and injuries, overcoming the bystander effect, and supporting first responders and volunteers.
To draft a comprehensive Good Samaritan Act, Lee suggested inclusive consultations with various stakeholders such as the Ministry of Health, the Attorney General’s Chambers, medical and first aid organizations, emergency responders, law enforcement, human rights and legal experts, community groups, and NGOs. He urged the government to prioritize this initiative to empower Malaysians to assist those in need without fear, fostering a society that values kindness and solidarity.
Lee further stressed that the introduction of the Act is not solely about legal protection but also about fostering a culture of care, responsibility, and civic duty. He concluded by stating, “We must not allow hesitation and fear to cost lives. The time to act is now.”
