Kelantan Vape Trade Uses Code Words to Evade Detection

Pasir Puteh:Kelantan The sale of vape devices and liquids in Kelantan is being conducted covertly, with sellers using special code words for transactions and operating under the guise of businesses such as mobile phone shops, perfume shops, and grocery stores.

According to BERNAMA News Agency, these covert activities were detected during integrated operations by local authorities and other enforcement agencies, including the police, National Anti-Drugs Agency, and the Kelantan State Health Department. Hilmi Abdullah, the State Local Government, Housing, Health, and Environment Committee chairman, reported that the operations revealed most vape sales were conducted by young people targeting regular customers using these code words.

Last year, local authorities seized 42,189 units of vape liquid in various flavors throughout Kelantan. In a press conference at the 2026 Pasir Puteh District Council's confiscated goods disposal and destruction ceremony, Hilmi mentioned that the state government expects to seize over 50,000 prohibited items this year based on ongoing operations across all districts.

The state government has enforced a ban on the sale of electronic cigarettes, or vapes, since 2015. Local authorities have not issued or renewed business licenses for vape sales since the moratorium ended in 2013. At the ceremony, 4,518 confiscated items, including flavoured vape liquids, vape devices, and shisha equipment, were disposed of following seizures during 12 integrated operations conducted around Pasir Puteh.
