Increased Financial Aid and Elderly Care Measures Highlighted in Malaysia’s Budget 2027

Siena:Malaysia's Budget 2027 emphasizes increasing financial aid and implementing measures to improve elderly care as the nation faces an ageing population. The Senior Citizens Assistance allocation has been raised to RM1.3 billion, aiming to enhance elderly welfare.

According to BERNAMA News Agency, Dr. Kamarul Baraini Keliwon from Universiti Kebangsaan Malaysia stresses the importance of a sustainable retirement system and long-term care financing to prevent financial burdens on senior citizens after retirement. A study shows that 45.7% of individuals aged 50 and above have no retirement plan, highlighting the need for strengthened public financial preparedness.

Dr. Kamarul suggests introducing a tax-funded social pension for those lacking adequate retirement savings. This pension would be funded through national fiscal expenditure or tax revenue, not affecting individual EPF savings. Additionally, the government's reduction of the service tax rate for elderly care from eight to six percent and a full tax exemption on care fees up to RM96,000 annually are significant steps forward.

The proposal includes a blended financing model involving the government, private sector, and community, along with expanded tax relief for parental care expenses. Prof. Dr. Siti Aisyah Panatik from Universiti Teknologi Malaysia acknowledges the increased assistance and training for care workers as a reflection of the government's commitment to senior citizens' welfare.

Efforts such as the Senior Citizens Bill aim to enhance protection and develop a comprehensive care ecosystem. However, Siti Aisyah notes that successful implementation relies on accessibility and quality services that cater to seniors' diverse needs, including those without pensions or with physical limitations.

Training for care workers should also address psychological aspects of ageing, empathy, respect for personal choices, and dementia-related needs to prevent neglect.
