Kota bharu: Enforcement of the retrofit installation of Speed Limitation Devices (SLDs) for vehicles not equipped with the device has been postponed from the original date of July 1, 2026. Kelantan Road Transport Department (JPJ) director Mohd Misuari Abdullah announced that the new enforcement date for the third phase would be announced at a later date, providing vehicle owners and industry players with more time for preparations.
According to BERNAMA News Agency, the third phase involves the retrofit installation of JPJ-approved SLDs for vehicles not equipped with the system, including all rebuilt and used imported vehicles. The enforcement date, initially set for July 1, 2026, has been postponed to allow stakeholders ample time for technical, financial, and operational adjustments. This announcement was made during a briefing and demonstration session on SLD installation at Bogam Corporation Sdn Bhd.
Mohd Misuari highlighted that seven SLD installation engineering workshops have been appointed to ensure compliance with prescribed specifications and standards. Among these are Soon Seng Motors Enterprise (1988) Sdn Bhd, Bogam Corporation Sdn Bhd, Scania (Malaysia) Sdn Bhd in Kota Bharu, and Leang Seng Motors (1980) Sdn Bhd. Additionally, T.E.C United Auto Sdn Bhd operates at two locations in Kota Bharu and one in Tanah Merah.
The implementation of SLDs is structured in three phases. The first phase involves verifying the devices' functionality for vehicles manufactured after January 1, 2015, including goods vehicles with a Gross Vehicle Weight (GVW) exceeding 3,500 kilogrammes and certain buses. The second phase, effective January 1, 2026, focuses on activating the speed-limiting function in the Electronic Control Unit (ECU) of vehicles manufactured before January 1, 2015, with a speed limit set at 90 kilometres per hour for specific vehicle categories.
The initiative aims to control speed and reduce the risk and severity of accidents, particularly involving commercial and heavy vehicles. Mohd Misuari urged commercial vehicle owners and operators to seek information and prepare early through JPJ-appointed engineering workshops.
Meanwhile, from January to September 15 this year, the department recorded 29 seat belt usage offences related to express buses, including 10 cases involving bus drivers and 10 involving passengers not wearing seat belts. Continuous enforcement is being carried out to ensure compliance with safety aspects, especially seat belt use among express bus drivers and passengers. This has been a focus during inspections by the Kelantan JPJ, particularly during festive seasons with increased bus and passenger traffic.
