Kuala lumpur: More than 84 percent of 16.5 million eligible Malaysians, or 13.9 million, have benefited from the RON95 petrol price of RM1.99 per litre under the BUDI MADANI RON95 (BUDI95) programme as of November 30, 2025, according to Deputy Finance Minister Lim Hui Ying. During this period, BUDI95 also recorded sales amounting to RM5.16 billion, corresponding to petrol usage of 2.59 billion litres.
According to BERNAMA News Agency, the government anticipates generating savings of approximately RM2.5 billion to RM4 billion annually, contingent on global oil prices and based on domestic consumption survey data prior to BUDI95’s implementation. These savings consider various global crude oil price scenarios, ranging from US$60 to US$80 per barrel, and the elimination of subsidies for non-targeted segments such as non-citizens and commercial users, Lim stated during a Dewan Negara question-and-answer session.
Lim addressed Senator Dr Lingeshwaran R. Arunasalam’s inquiry regarding the government’s fiscal savings a month after launching the BUDI95 targeted subsidy programme. She noted that since the targeted RON95 petrol subsidy programme started on September 30, 2025, annual savings assessments can only commence in 2026.
Lim emphasized that the focus for 2025 will remain on monitoring and enhancing implementation mechanisms to ensure the BUDI95 system remains stable and user-friendly for the public, while also addressing subsidy leakages. The savings achieved through various targeted subsidies, including BUDI95, have expanded the government’s fiscal space, which is expected to benefit the populace’s well-being.
This fiscal space enhances the government’s capacity to fund the development of educational, healthcare, and public transportation facilities across the nation. In conclusion, Lim highlighted that the nation’s savings through targeted subsidies enable the government to allocate more resources for welfare agendas, assistance to mitigate the cost of living, education, healthcare, and investments aimed at providing quality infrastructure for the people.
