Banking Industry and PayNet Plan Fraud Alert Capabilities for 2027

Kuala Lumpur:The banking industry, in collaboration with PayNet, is planning to launch industry-wide fraud alert capabilities, with pilot testing expected to begin with selected banks in the first half of 2027.

According to BERNAMA News Agency, Bank Negara Malaysia (BNM) governor Datuk Seri Abdul Rasheed Ghaffour revealed that these capabilities are designed to alert banks and customers to potential risks before transactions are completed. During his address at the International Conference on Financial Crime and Counter Terrorism Financing (IFCTF) 2026, he emphasized that the alerts are intended to prompt customers to pause and verify information before proceeding with transactions.

Abdul Rasheed acknowledged that while these alerts might introduce some inconvenience and lead to customer complaints, they are essential for balancing convenience with fraud protection, especially for high-risk customers. He noted that PayNet has already flagged over 1,600 suspicious accounts, highlighting the effectiveness of network-level intelligence in identifying risks that individual institutions might overlook.

To support these initiatives, BNM has enhanced its technology risk management and fraud prevention strategies. The revised Risk Management in Technology policy aims to bolster financial institutions' defenses against technology-related risks, including cyber threats and digital crimes. Additionally, a new policy document on financial institutions' response to fraud has been issued to strengthen fraud risk management capabilities and promote the responsible use of intelligence and technology.

Looking to the future, Abdul Rasheed suggested that the industry should transition from basic information exchanges to more structured partnerships that leverage technology and transnational collaboration. He pointed out that, with a foundation of trust and secure information sharing, both public-private and private-private partnerships can significantly advance intelligence-led financial transformation.
