Guizhou has the strength to seize opportunities

RCEP is currently the world’s most populous free trade zone with the largest economic and trade scale and the most potential for development. The 15 member states that signed the agreement have a total population of 2.27 billion, a total GDP of 26.2 trillion US dollars and a total export value of 5.2 trillion US dollars, each accounting for about 30% of the world.

The signing of RCEP will provide significant opportunities for building a new development pattern of “double cycles” Opportunities.” Ma Lei, director of the Guizhou Investment Promotion Bureau, believes that Guizhou has the strength to seize the opportunity and take advantage of the situation. He believes that the rapid development of Guizhou’s “Golden Decade” has laid a solid foundation for cooperation with RCEP member states.

At the same time, Guizhou agglomeration policy elements strongly promote the realization of all-round opening up is also one of the important foundations. A series of major national strategies, such as the “Guo Fa No. 2 Document, the approval of the construction of the three major experimental areas, the “Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development of the Western Region in the New Era”, and the new land-sea corridor in the west, have promoted Guizhou’s closure , A major change from semi-closed to all-round opening.” Marley said.

“We have a certain basis for cooperation with countries related to RCEP. The eighth plenary session of the 12th Provincial Party Committee concluded that our province has the advantages of a new transportation hub in a new pattern, an ecological environment advantage in new demands, a strategic safety advantage in new challenges, and new The characteristic industrial advantages in the concept, the political and ecological advantages in the new journey, the “five advantages” and the cool summer climate advantages. At the same time, our province also exists in the level of economic development, industrialization and urbanization, infrastructure and basic public services, innovation The “five gaps” in terms of ability and talent support level, social governance and business environment level.” Guo Hua, secretary general of the Guizhou Council for the Promotion of International Trade (Expo Bureau), said that Guizhou must act quickly and make full preparations in a hurry to seize the RCEP opportunity.

In 2020, despite the continued impact of the new crown pneumonia epidemic and global trade turmoil, trade between Guizhou and ASEAN has bucked the trend and increased significantly, with a year-on-year increase of 60.98%. “It can be seen that RCEP members, especially ASEAN, have become important trading partners of Guizhou. The RCEP Free Trade Area will become an important platform for Guizhou to expand its opening up in the new era. It will help Guizhou further release its market potential and build a more comprehensive and in-depth development. , A more diversified pattern of opening to the outside world has formed a powerful boost.” said Yang Tianming, Director of the General Department I of Guiyang Customs.

Opportunities and challenges must coexist quickly and accurately

Xu Ningning, executive director of the   China -ASEAN Business Council, proposed that the government, industrial and commercial enterprises should seize the opportunity to start studying the characteristics and role relationships of RCEP member countries as soon as possible, to judge the changing trends of the industrial chain and supply chain, and to find new growth for the company point.

Zhao Zhongxiu, chairman of the Economics and Trade Professional Teaching Steering Committee of the Ministry of Education, and President of Shandong University of Finance and Economics, believes that RCEP will be used in new rules on trade in goods, new rules on service trade, new rules on investment, new rules on intellectual property and technical cooperation, and e-commerce. The new rules and other aspects have brought opportunities and challenges to Guizhou. He suggested that Guizhou should pay attention to product homogeneity and trade structure convergence. It can further cultivate the “big data” outsourcing market in the province, and build Guizhou into an important base for “big data outsourcing” in the Asia-Pacific region.

Chen Zhong, director of the Open Economy and Trade Research Center of Fujian University Humanities and Social Sciences Research Base, suggested that Guizhou should strengthen the interconnection with ASEAN, especially the eastern ASEAN economic growth area, and expand the influence and influence of Guizhou’s big data industry service outsourcing in the ASEAN market. Radiation force. Relying on e-commerce, broaden the new path of the digital economy, deeply embed the Guizhou big data industry into the framework of China -ASEAN economic and trade cooperation, and structure a strategic channel that integrates into the international cycle.

Pan Xiaoming, deputy research institute of the Institute of World Economics, Shanghai Institute of International Studies, believes that Guizhou is located in the southwest of my country and has a natural geographical advantage with ASEAN member states. It is recommended that Guizhou use tariff reductions to promote “the export of goods from the mountains and the sea”; while undertaking the transfer of the industrial chain from the eastern coastal provinces, it actively attracts investment from RCEP member countries to form an industrial “hinterland”; relying on the Guiyang e-commerce pilot zone , Attracting large domestic e-commerce platforms to set up regional branches in Guizhou, becoming an outpost for these companies to expand their markets in Southeast Asia.

Strengthen unique advantages and take advantage of the trend

“Southwest China borders ASEAN and has favorable geographical conditions. Guizhou is an important province in Southwest China.” According to Professor Shi Hongyuan, Vice Dean and Professor of the School of Big Data Application of Guizhou University of Finance and Economics, Guizhou itself RCEP helps to enhance Guizhou’s location advantage in the China-ASEAN Free Trade Area; expand the market space for Guizhou’s exports of goods; increase the level of liberalization and facilitation of exports of goods; and promote Guizhou’s “big data service trade” Enhance the scale and quality of Guizhou; enhance the international competitiveness of Guizhou’s “big tourism service trade”; at the same time help to open up the international market of Guizhou’s “big health service trade”.

Wang Yuanhui, deputy general manager of POWERCHINA Guizhou Engineering Company, believes that the continuous development of new energy industries and related fields will become one of the important cooperation directions of RCEP member states. He suggested that we should have a thorough understanding of the host country’s new energy development plans and practical needs, and work with local companies to fully explore the potential of new energy power projects. On the other hand, we can use the advantages of capital, industrial chain, technology and engineering construction to assist the host country in realizing new energy. Optimization and upgrading of the energy industry.

Wang Qianjing, deputy dean of the School of Economics of the Guizhou Business School, believes that Guizhou RCEP has broad space for national cooperation, and the relaxation of foreign investment access is conducive to increased investment in Guizhou by developed countries such as Japan and South Korea. Guizhou should plan and lay out the industrial priorities, major projects and strategies for the development of the manufacturing industry in the future, strengthen the optimization of the business environment, and attract high-quality Japanese, Korean, and Singaporean manufacturing companies to develop in Guizhou. At the same time, it is necessary to establish a long-term mechanism for cooperation with RCEP countries to promote mid-to-high-end equipment manufacturing, big data information technology, new energy and new energy vehicles, characteristic light industry, energy saving and environmental protection, electrical machinery, electrical, audio and video equipment and its parts and accessories, industrial machinery Products such as spare parts and related services are “going overseas.”

There are many ethnic minorities in Guizhou, and its cultural connotation is similar to that of many ASEAN countries. , Similar conditions; openness is the potential advantage of Guizhou. Guizhou is not very open, and has broad space for two-way investment and trade. It is expected to become an inland province in the new stage of development. From the perspective of two-way investment, in the primary industry, Guizhou can carry out the agricultural industry complementation formed by the differences in climate and resources between the two sides; in the secondary industry, it can leverage the relative technology and enterprises of Guizhou in the fields of equipment manufacturing, big data, energy, and chemicals. Advantages, combined with the natural resource advantages of ASEAN countries; in the tertiary industry, Guizhou can rely on the unique cultural tourism resources for in-depth cooperation.
