On the evening of March 31, the new crown vaccine aided by the Chinese government and military to Laos arrived at Wattay International Airport in Vientiane, Laos. This is the second batch of vaccines aided by China. At the vaccine handover ceremony, Lao Prime Minister Pankham stated that China has provided vaccines to Laos twice in just over a month. This is an important practice in building a Laos-China community with a shared future and a strong support for the new Laos government.
Two batches of Chinese vaccines were handed over to Laos, pushing the two countries’ cooperation in epidemic prevention and control into a new stage. In the fight against the epidemic, China has always worked hand in hand with Laos to fight the epidemic. The cooperation between the two sides presents the outstanding characteristics of high-level direct promotion, public assistance, close departmental collaboration, and timely and remarkable results. Many touching stories and moving scenes that took place in this one are vividly vivid today. At the critical moment of China’s fight against the epidemic, all sectors of Lao society have done their best to provide China with 700,000 US dollars in donations and batches of anti-epidemic materials. The Lao side actively responds to China’s initiative and spares no effort to prepare and successfully host the China-ASEAN Special Foreign Ministers’ Meeting on the New Coronary Pneumonia Issue.
The Chinese are the most troubled friends, and they are most concerned about knowing and repaying. Less than 5 days after the Lao side announced the first confirmed case and requested Chinese assistance , the first batch of Chinese experts arrived in Vientiane and assisted Lao to formulate a set of plans from external defense to internal non-proliferation according to local conditions, effectively improving the Lao side. Prevention and control are scientific and standardized. The new coronavirus nucleic acid testing laboratory built with Chinese assistance was handed over and put into use, which comprehensively improved the Lao side’s virus detection capabilities. The Chinese side empathizes with the practical difficulties and urgent needs faced by Laos in the prevention and control of the epidemic and economic and social recovery, and has included Laos among the first countries to provide vaccine assistance. This is not only a concrete measure to promote the construction of a community with a shared future for China and Laos, but also a vivid practice to jointly build a community of human health.
China and Laos have joined hands to fight the epidemic, creating favorable conditions for pragmatic cooperation to go against the trend. China’s investment in Laos has bucked the trend, reaching US$1.163 billion in the first 10 months of 2020, an increase of more than 20% year-on-year. The Vientiane-Vanrong Expressway was officially opened to traffic, the China-Laos railway tunnel was fully connected, and halfway through the track laying process, comprehensive development is on the agenda. China’s “Eight Major Projects for Aid to the Lao” are proceeding in an orderly manner, and the construction of poverty reduction demonstration villages has been completed. The first modern oil refinery in Laos built by the two parties has been officially put into operation, helping Laos strengthen its independent development capabilities. The two parties successfully fulfilled their responsibilities as co-chairs of the Lancang-Mekong Cooperation, promoted the adoption of the “Lancang-Mekong Cooperation Third Leaders’ Meeting Vientiane Declaration”, and issued a timely statement on the docking and cooperation of the Lancang-Mekong Cooperation and the new land-sea channel, and developed cooperation for the region during the epidemic prevention and control period. Seek breakthroughs, make new contributions, and inject positive energy.
This year is of special significance to the respective development of China and Laos and bilateral friendly cooperation. The Communist Party of China is celebrating its 100th anniversary, and China has embarked on a new journey of building a modern socialist country in an all-round way. The Lao People’s Revolutionary Party successfully convened its 11th National Congress and entered a new stage of national construction and socialist development. China and Laos celebrated the 60th anniversary of the establishment of diplomatic relations and the China-Laos Friendship Year. Bilateral cooperation is facing new opportunities to accelerate all-round progress. China is willing to work with Laos to strengthen exchanges of experience in state governance, solidly advance comprehensive strategic cooperation, better benefit the two peoples, and actively promote the building of a community with a shared future for mankind.
